As far as I'm aware, it's not locked from any location. Basic members are limited in the number of players in the classroom if they are hosting.

I don't have access. I tried to use it via google chrome, brave and some other explorers but I couldn't. I'm wondering is this just for me or other Iranian players or some other countries have the same problem.

It's possible your provider is blocking something.

too bad ... that is an awesome feature ...
