          @Ratatouie, the "<" operator symbol means "less than".

          So to answer your question about what to do if you're below 1399 (<1399),

          you simply do the plan that is titled:

          Plans for Beginning Players (Ratings < 1399)

          When they say Ratings 1400 - 1799, are the creators talking about a USCF rating or a Chess.com rating?

I merely pointed out that chess doesn't affect people the way you think. Everyone is different. Try to stay focused, would you Francis ?
