That's easy:
1. Garry Kasparov (even if he is retired, I'm sure if he would come back tomorrow he will kick every one's @$$)
2. Magnus Carlsen
3. Anand
4. Ivanchuk
5. Svidler
6. Grishuk
7. Nakamura
8. Kramnik
9. Karjakin
10. Topalov

It's a guide, but this is a system invented to measure "how strong a player is" as there are a million other possibilities to make a ranking and many other variables not considered there. So I ask independently of their ELO rating at the day of writing.
for example yesterday Carlsen blundered a whole piece. I think now he would lose a match against Anand or Aronian
here's my list
1. Anand
2. Aronian
3. Carlsen
4. Kramnik
5. Karjakin
6. Grischuk
7. Ivanchuk
8. Topalov (due to inactivity)
9. Ponomariov
10. Gelfand
