I found this in Bruce Pandolfini's Weapons of Chess without players or other information. He actually began the game 7 moves in; the first moves are unknown but the moves I fuilled in are reasonable to reach the position.

The game isn't referenced anywhere else (I used moves 8 through 10 as a fragment), so likely it's a non-tournament game he either witnessed or was a victim in himself.
The Black player would probably prefer to remain anonymous.
