I believe chessbase lite is freely available, and I think that it does what you're looking for.

Hi, I'm looking for a free chess software that will let me save the games I review in books onto my own database as a pgn file. I already have Chesspad and it's working great, except the screen is so SMALL. I would like a program that has a big screen and let me save pgn files. Anyone have suggestions? Thanks so much.
