Literally. How do you sign up for tournaments etc. to qualify to become a national master or grand master or enter in the world champions?
It's really quite simple:
Join the USCF
Look on the USCF web site to find tournaments near you
Go and play and get a rating
If you're good enough, you will get your rating over 2200
Then you will be a master
What if I live in places such as Canada?
Then you join the Canadian Chess Federation and otherwise follow Chessmicky's advice.
Your American Flag led me to think you were from the United States, but wherever you're from, the process is basically the same
Is writing notation actually REQUIRED in tournaments?
