Adjusting Text Colors

Assistance requested for adjusting/changing/editing the text colors displayed on all pages I view (Home Page etc). This is somehting I can no longer find nor any direction where to locate such info (edit/creating of blog postings aside).

Thanks for the assistance, Joseph. Unfortunately, best I can figure, that only allows me to change the background.

My problem is one of the colors I have electd to use for text runs a bit light ( a greyish hue) & is tough to see with a few background colors I run accross.  To merely darken or go black would be suitable - I simply cannot recall what option allowed me to do such things :/
