There are several players I play against on correspondence chess who wait until their time is almost up (they have two weeks per move) and move. Then they repeat this, so that there are two moves a month. What can I do? he is slowing down our tournament. How do I report him?

You answered yoour own question...they have 2 weeks to make a move.  If that is to slow, then sign up for tournaments that have3 days per move.

Its not about the fact that the games are two weeks per move, its the fact that he waits until the last hour to move, even though I have seen him online before that last hour. By doing this, the games are delayed even longer.

Again...he has 2 weeks to make a move.  If they chose to take that full 2 weeks that is their right.

If you do not like it then why did you join a tournament with a time control of two weeks per move. It is the opponent's right to use the time they are offered/have. You should join a 3-day or 1-day per move tournament if you want your match to finish quickly.
