Enable/Disable Chat

Can someone remedy this problem? Some games have a chat window, others don't. I'll be playing with someone that I'm chatting with, and upon clicking "rematch" the chat window disappears. Is there a way to fix this I'm not aware of?
Why can't I 're enable chat! What the f##k
After the game, I usally like to chat (gg's, etc..). I am unable to chat. I see the 'disable chat' option AND get a chat from the other player. I'm just unable to chat back. If I click the 'disable chat' I don't get an 'enable chat' button back.
Using PC Internet Explorer v11.
