Latency issues with Live Chess

So I'm currently experiencing what I will describe as strange latency issues with the live platform.  I say the "live platform" because this also includes tactics trainer.

Basically, when loading, the game is taking longer to bring up the board, which would be fine by itself.  When trying to make a move, the pieces flash, and it takes roughly 1/2 to 1 second to show the piece moved.  This is when playing or watching (Top Game shows the same latency issues for me).

My ping isn't great, but even on days with high internet traffick, I've never experienced this.  I ran a ping test:

So, I went on to reinstalling my Java and Adobe Shockwave players, and I've still had no luck with any improvement.  I've noticed that there is a regular (at irregular intervals) flashing where all the pieces disappear as well.  

I am running Windows 7 Professional (SP1),
on Google Chrome (34.0.1847.116 m)

I can post computer specs if it's relevant as well (overall Windows Experience Index = 5.9, which is limited primarily by my disk transfer rate, due to my "primary" drive being an HDD, though I actually use an SSD).  I've already cleared cache, rebooted, run updates on everything, and my  AdAware is currently running in the background with no traces found yet.
