This... can't be real.
A strange position

The white pawn structure requires 13 captures - every single unit that black is missing.
The h3 pawn must have captured to get there, since white's h5 pawn must have gone straight from h2 to h5.
The black h-pawn had to make a capture in order to be captured by a white pawn, since no white pawns captured on the h-file.
White's only other missing unit, besides the 2 N's, is the a2 pawn. It could not have promoted [due a collision with black's a7 pawn, which we already know must have promoted], and thus cannot provide a third capture for black.
Knowing this, we can rule out 0...exf4 as the last move. Black has no possible last move.
White must retract 1.g2-g4 so that black can retract Kg4-h4. Any other white move retracted leaves black with no move to retract [retro-stalemate].
Black is thus obliged to play 1...hxg3# [no other legal moves!]
