1. c7? Qb8 2. Rb8+ Ka7 3. Ra2+ Qa6 is not mate in 3.

1. Rh2! is correct, zugzwang.

Alternate tries 1. Rd2? Qd5!, 1. Re2? Qe6! with stalemate defence, or 1. Rf2? Qf7! with stalemate/interference.
