There isn't currently a way to create a tourney from an arbitrary positition that isn't in the drop-down.
1 h4 - The Shuffleduck
Martin_Stahl is right - there is no way to create a tournament dedicated to "the shuffleduck" - However, Chess.com does have 1.h4 listed under "The Kadas".
Go to "create a tournament" and click "show more advanced options"; where the dropdown tab which says "Starting position: select starting position", click "search all openings", and search for "Kadas". Should be easy enough. If you have any difficulty, I can host it for you.
I would appreciate an invite - I love offbeat openings. Also, if you're looking to populate a larger tournament, it's worth posting something on the Unorthodox Openings group - you'll probably get a few bites there.
Have you got Norbury's book? I'd appreciate an overview of the contents page, to see if it's worth a buy. My chess shop doesn't have it.

I would like to create a themed tournament based on white playing 1. h4 ...
I can't find this opening in the list. Contrary to popular belief 1. h4 is not a bad move - unorthodox, yes. But, if white's intention is more sophisticated than merely developing a rook, then this opening can give black some real problems. UK chess theorist and club player Ken Norbury recently published a book "The Shuffleduck" which explores this opening; and it received favourable reviews in The Times and The Spectator.
