A Team Championship Tournament?

There is someone running a Virginia State Chess Championship 2014 here on chess.com.  Here is the URL:  http://www.chess.com/tournament/virginia-chess-championship.  The TD (rated around 1030) is the only one registered to date, so there are still 11 openings.  We ought to fill up the remaining slots with Team Virginia players and have our own tournament run for us. What about it?
