Ahab Chess rules adjustment!

I was talking tonight with @Arctevious_the_3rd about the problem discovered in Test Game 010, where a lone Ahab rook was well nigh impossible to capture. We both talked it over, and decided that the best solution would be to implement the Bare Piece Rule: Players with only one remaining piece are forfeit. This rule has been added to both Rule Sets, so all future games should be played with this in mind. Games that are currently running, you and your opponent can decide whether to go ahead and add this, or to just play without it.
