Council Topic #1

Im introducing a new council agreement: As a whole the council will vote on a certain topic. The council is made of 7 members. No more than that at any point of time. Inactive members will be kicked from the council. If a major event is happening (Promotions, demotions ect.) then the council must vote. The majority rules motion will come into play.
