This will be case by case but the default situation for disconnects is that the player whose own connection caused the error receives the loss, if chess.com caused it I have a few options (the preferred option is to replay the games) but might require cooperation from the players. If it isn't clear, then I use my discretion in handling it.
Disconnects
If the chess.com servers cause a disconnection and the database is overloaded, you should screenshot the database-overload page or something with the time visible on your screen If you suspect your opponent might have disconnected I might need you to replay a game after the tournament so please stick around.
