Group Rules Improvements

I have decided to make a few changes to the rules:

• Advertising is OK now, but do it at your own risk as moderators might not like it.
• If you want to beep out a swear word, you have to put some symbol in place of all of the letters except the first word. If there is more than one unbleeped letter, you may recieve a level 1 warning.
