Major Group Rules change

After discussing this with all other group admins, I have decided we now have enough members to raise the vote chess game limit to 75 games. This allows for more space to make Openings of the week games and other official games.

Also, admins don't get in as much trouble for mistakingly making the number going above 75. If we just go up to 76, that won't get anybody a warning if I find out, but I will say that any more started games will get you a warning.
