New Open and U1400 Brackets Open for Registration

We're starting registration for two more brackets: a third Open iteration, as well as an U1400. 

Here's registration for the Open bracket:

And here you can register for the U1400. 

The Open bracket will likely have 32 entries, while the U1400 will probably have only 16.
