Restricting Forum Creation-why I did it...

I am going to be straight forward with you guys.

I only want forums about this club or about chess

not just random forums like who is the best soccer player or things like that.

So that's the reason why now only admins and above can make forums.

For admins and above:

*also make sure to have forums related to this club or chess*

*memes that are at least somewhat related to chess or this club are allowed*

I hope you understand why I did this.
