Rule Overhaul

1.We will make only premium members elegible for super admin positions because of Chess.com's new policy.

2.Simplify the warnings into a blue warning that is just a warning and a black that's a ban.

3.Remove some unneccessary rules

4.Consolidate rules into as few as possible.
