Rule re-write

Me and the other group admins were thinking of completely re-writing the rules. I know that most of you think that rules suck. The rule list now is very long and complicated, any ideas? We are thinking of making the list much more simple. Any ideas?

I also want to add some stuff to the background theme along with the rule re-write.

Note: the warning system for violations will stay the same, but the rules will be less strict.
