Brilliant moves aren't only when you sacrifice a piece. Brilliant moves are also the best move on the board that can be really hard to find.

If there was no queen on d4, d8=Q would be stalemate and d8=R would be a good move, but with a queen there is no stalemate... Interesting.

basically if you are in a completely winning position the analysis goes crazy and any move that keeps you at a considerable advantage is considered brilliant
I dont think its a bug mabye theres a forced mating sequence, mabye look at analysis.
no brilliant moves do not come if there is a forced mating sequence
It’s brilliant because it causes forced mate. Rh8 without the second rook wouldn’t be mate. However promoting it causes mate to be possible. So this can be hard to find so this is why it’s brilliant
