The only drawback I can see is that moderators would need to be assigned to monitor the chat pretty much constantly.

about the drawback you mentioned @Green_Sleeves I think being able to report and chat-ban like in a game would work fine
Why a lobby chat in variants? We can just make a multi-chat in the social section!

An in-game chat is a little different because you can disable or block people. It’s like how chess.com moderators are in charge of public forums, but not club forums.
yes, and this would also be a universal public chat? I think it would be fine if you could do the same muting, blocking, and reporting stuff (which you can already do in private chats on chess.com)

Admin applications don't work like that. You can't just ask to be admin in a forum. You have to contact a staff member for chess.com. You have to be 18+. You have to give your name. You have to fill out a form as to why you would be admin. You have to be interviewed. How long are you going to dedicate your time to this? You also don't get paid.
there are a lot of reasons of why it would be useful, my main reasons are:
1. as i like playing variants that you have to wait a lot of time for people to join, you would be more motivated to stay on the page and not going to do something else and abort the game when it starts
2. you can ask/explain to other people how a variant works, or also explanations about the standard game that beginners could ask, like "why my opponent stalemated and won?" etc
