a simple recipe against the modern defense !
In blitz games I've played 1. e4 g6 2. d4 Bg7 3. Nc3 d6 4. h4 Nf6 5. h5 Nxh5 Rxh5 It's almost sound and a lot of fun.
OTB, a few times I've tried the setup with e4 d4 c3 and f4 which few players have faced.Then there are 3 possible plans that I know. quick e5, try to sit on the center and go for a more active endgame,
I've never played any lines with Bc4 but will try.

I think e4,d4,c3 and f4 is an interesting idea for White. I would be worried about black doing d6-d5 and if you play e4-e5 and f2-f4 Black has a lot of play on the light squares,
let me show you a sample line but it is an interesting concept !
I've never had d5 played against me in that system! I'd likely put the knight on f3, the take and play Ne5.
You could change the move order to e4 d4 f4 and delay c3 so that if black plays d5 you can play e5 then Nc3 or c4 later. But I havent checked it - black may have other options.
In your analysis leading to dragon like positions [which I like a lot], as white I'd be looking out for ways for black to sac a knight for lots of pawns in the center and kingside. --Those seem to come out of the blue and suddenly white [me] is struggling. I'd want to check the possibility carefully at home before trying it otb.

So what is a good way to play with White ?
1. e4 d6 2. Nc3 g6 3. h4
a good way to put pressure on Black is to play h2-h4 with the idea of following up with h4-h5
Most black players will reply 3..h5 on which you play 4 Bc4.
Please note that White developed pieces with 2 Nc3 and 4 Bc4, so we havent played d2-d4 yet
then a sample line would be
1. e4 d6 2. Nc3 g6 3. h4 h5 4. Bc4 c5 5. Nf3 Nc6 6. d4 cxd4 7. Nxd4 Bg7 8. Be3
Nf6 9. f3 Ne5
which transposes into a favorable Sicilian Dragon
now our plan is simple, we want to play g2-g4 attacking Black's kingside
10. Bb3 Bd7 11. Qd2 a6 12. O-O-O b5 13. Bg5 O-O 14. g4
Black is having great difficulty to defend
hxg4 15.h5 Nxh5 16. Nd5 Re8 17. Rxh5 gxh5 18. Qh2 Qc8 19. Qxh5 Qc5 20. Bh6 b4 21. Qg5
Ng6 22. Nf6+ exf6 23. Qxg6 Qg5+ 24. Bxg5 1-0
but you may ask " what if Black doesnt play c7-c5 , i.e doesnt want to enter a Sicilian Dragon ?"
