PS when I go to the usernames, they aren't banned or muted

The key word is "may".  

Get 'em all the time. Some get banned or what ever if they agree with the report. Otherwise, they are still on the books.

The worst part is you have no idea which Report they've taken action on.

Fair enough, but I not generally do batches of them, I do  know who I have reported though as I have a record, and I check out the list from time to time to see which have resulted in closures., 

You're far too meticulous to be a useful critic of the system.  👍

I am happy enough to be a critic, and Chess.com provides plenty of opportunities, especially recently. But, I have learned a great deal about the gentle art from the likes of you. Mr Gambit, and Gen Chang, who I read recently made a wise investment.
