The h5 move certainly weakens Black's K-side and if White knows what to do next, he can probably keep his opening advantage. But it's strange enough that most people wouldn't have any preparation or pre-knowledge of it. In othe words, it's as Tartakower would say: "Dubious, therefore playable." :)
