why not? a group without SA cannot have team match or vote match. without SA, there is no recruitment, so the group doesn't develop. a group without administrator is just a group limited with notes and forums.

I’m SA in three or four other clubs, and I sort of am in charge of one them. I’m sure there are people more qualified than me to be leader, and I’d be happy to be just a regular SA if so. When staff promotes someone to SA, is that person the official leader, and can he or she make other SAs?

SA=super administrator. the SA manages the group.
