Are USCF-rated tournaments on chess.com paired with USCF or Chess.com ratings?

I am inquiring wherther, in online tournaments conducted on chess.com, that are rated for USCF purposes, if they are paired according to players' USCF or chess.com ratings. Also, if they have no online rating, of any kind, what OTB rating does the USCF use as a base rating to determine the post-tournament online rating.
