1. Rxe7+ Qxe7 2. Rxc8+ Rxc8 3. Qxc8+ Qd8 and white appears better and if 1. Rxe7+ Kxe7 2. Re1+ Kd6 3. Qb4+ Rc5 4. Re6+ and white should be winning as the black forces are overloaded and the c5 Rook is pinned so there is no backrank.
I calculated this surprisingly quickly actually. Some positions you just seem to solve almost instantly meanwhile others take forever. This is probably the solution as I don't see anything close to as good.
By the way, what World Champion played this position and where was the game from? I don't remember ever seeing this position.

Your lines are correct! The game followed 1.Rxe7 Kf8, and then?
(The game is Steinitz v Von Bardeleben, Hastings 1895)

if after Kxe7 Re1 and Kd8 then Ne6+ wins (adding on to KeSeto's line)
if Rxe7 Kf8 then Rf7+! Kg8 Rg7+! and if Qxg7 then Rxc8 and Qxc8 and we end up a piece
if Kxg7 instead of Qxg7 then we win the queen with Qxd7
if Kh7 then take on h7 with check and then Nd6+...
