What do you think White’s strategy is in this position?

Interesting position. I think that Black will play ... Rb8 and then I see ideas with a4, Ba3, e3, bringing one of the Knights to c5, piling on the c-file and so on. It all has to be calculated carefully of course.

For me White is better in this position.

Bb2 puts the Bishop at the great diagonal aiming to short castle. White can put a Knight in e4 and/or c4 some time. Rc1 controlling the semi open column. The Black knight int d4 can be kicked with e3, b7 is hanging.

Black has an weak point at c7, and there is not a favorable way to defend it (Bd6 maybe). I think Black will play f5, is some moment but first should spend some time moving the king to h8, White can be more active.

This structure remember Sicilian Dragon, with reversed color. I don't play Sicilian but against Dragon, White plays long castle and play an sharp position attacking with pawns the short castle. I don't know the ideas when Black castle short, but it would fit in this kind of position with reversed colors.
