Castling bug?

I (red) could not castle here - even before move 11. Also, the king seems to be in the wrong place. Is this a bug?

In RG version red is unable to castle kingside.

Yes it is a bug.

You may need to move the king where the rook is instead of two squares in order to castle sometimes.
