As a 1700, I think he's fairly rated. I don't think a 1400-1700 would play as bad as he did.

Where did you see I am 400? I am 1200 daily, and 900 rapid. Maybe that is my bullet ELO? But, no I didn’t cheat, I don’t remember it being a perfect game either
