Its's impossible! You have to move  a pawn or else you can only move the knights.

Its possible (To win without pawns moving)

You actually can develop pieces without moving pawns if you can bait your opponent into capturing them and then retreating.

Your opponent could literally "suicide" his queen and put it where two pawns could capture it, yet you would not have the ability to take it.

I think @nolanjean means that pawns can move to block check.  meaning they could also capture a price creating a check
