Yes, the higher player moves up, but not as much, just like the higher player does in a chess.com game.
(F) freezes your position so that you can play games without worrying about moving down the ladder. But it doesn't let you move up the ladder either, so it's all fair. Plus, you can't be on freeze for more than a week at a time.
