Your description of this person's games does not sound like cheating. If a person makes an erroneous move and does not lose, that is not simply because they played better later in the game. It is because their opponent also made an erroneous move. As Tartakower put it, "The winner of the game is the person who makes the next-to-last mistake."

dude are you kidding me lol. he admitted to cheating to me in the chat. i checked his matches he plays at an insanely high accuracy often and then purposely loses games in a row to manipulate his rating. I already said in my original post that im not delusional it is a very very obvious cheater ive reviewed a lot of his games and he admitted it to me.

Would be interesting to here from Chess.com there estimation of the percentage of cheaters they catch vs. how many they think get away.

It really doesn't seem to be that big of an issue for me and they usually correct it and let me know before I even suspect anything.

I agree, however I don’t think people should be accusing just because someone over preformed.

The only thing more tedious than playing a cheater is trying to deal with a cheater. I don't even block the ones I suspect. What's the point? What are the odds you're even going to play them again in a random match. Even if I suspect a cheater I still just try to look for my mistakes and then move on.

Ok so this is accurate until around 2000 because that’s when it starts to match you against the same people multiple times. One time I faced a cheater twice in a row in rapid, and I knew he was cheating and it didn’t let me abort so just block them to be safe

I don't play enough rapid to get paired with the same people multiple times, but it does happen occasionally, and I usually am like "I remember this username"

being able to come back from a hopeless position would seem to indicate to me the position was never hopeless

eh, i disagree. I would say stockfish would kick my butt if I was up a knight but just about any real person would have little chance

I guess this might be typical, my rapid rating is 1456. However my 2 minute bullet rating is 703 and my 5 minute blitz rating is 1004. I actually enjoy the bullet and blitz games more. Any suggestions on how to improve my bullet and blitz ratings? I do a lot of puzzles (rating is over 2600), and I consistently use game review. Of course I should mention I am a senior citizen, over 70.
