If they're not Magnus Carlsen in disguise as a 700 rated player OR any account didn't drop their account from ≤ 800 to 700, then most likely in a proper universe where moving chess piece doesn't cost me money and any other goofy universe and as of my rating (and skill) of August 6 2025 8:12:06 then yes I can beat a 700 (or whatever you meant) player on a physical board while they are not cheating in any other way like glasses that analyze the position and tell you the best move or a earpiece on what to move and etc., so the final answer is yes I would beat that player of specified.

I don't think so cuz I play kings indian and Piers defence a lot. so in time controls like bullet i can premove a lot and get hte time advantage. In rapid and blitx I would just slowly get an advantageg.
