Not true, NM only depends on which country you live in, most countries dont actually have their own rating system, and NM isnt handed out by FIDE

NM is a USCF title, all the other (well known) ones are FIDE. Also if you win a Title event (like the U18 worl youth for example) you can become a GM without even being and IM
