Team Bucharest requests for "foreign players rules to be applied" (point 5 from https://www.chess.com/clubs/forum/view/wcl-2019-rules) against Team Paris, for the match https://www.chess.com/club/matches/1007314/games

All 4 foreign flags are not from Paris exception list (French, Monaco and Guadeloupe), thus in the first block of 12 table there are more than 3 foreign flags.
"Foreign flag players in excess of these maximum are considered irregular players and their results are corrected according to Appendix D. The players identified as irregular are successively #2, 4, 6 etc. (and if this is not sufficient, #3, 7, 11) of all foreign-flag players of a team."
For me the above explication is not very clear. Could you please explain how this rule should be applied?
