Just remember people of your rating and lets say 200 points below, there are not too many of them. And simply abort the game if you get "fake" partner (which your partner obviously is). Some people are having some strange fun constantly making new accounts, but I personally dont find it funny.

There should be block options for preventing partnering with a player, preferably fixed duration block. Now the ”block” apparently blocks chat which is double counterproductive 
Meh, I've played guys much weaker than that, he's pretty typical for a 567 player, maybe even a bit better. Just resign if your opponent is more than 500 points or whatever lower, your rating won't be affected as I'm sure you know.
