I am also curious on this topic. I lost -63 rapid online quick rating from this tournament where two of my opponents got banned for fair play. Does USCF refund some points or adjust the rating decrease? My rating has not dropped yet cause the tournament was recent from 3 weeks ago. I expect it to go down by that amount though when they update the rating monthly.
Nothing is done on the US Chess side. The first year the club held tournaments, accounts closed were submitted to the US Chess staff, but that was stopped.
If an account is closed for fair play violations, and the games in one of the club's events had cheating (those games were part of the closure reason), the game results are changed, if that is determined before the events are submitted.
I suspected an opponent in some USCF rated events. He was banned on this site for cheating in a game against Hikaru Nakamura. Chessdotcom insisted that was the only time he cheated, but I still believe he was blunder checking during his games with me.
As far as I know, his USCF membership was unaffected.
I know the guy that got banned irl. Not sure how he got banned lol. He's 1800 otb and beat a 2170 CM otb in a rated game the week after he got banned lmao. He is currently attempting to be reinstated by Waltham and chess.com so we'll see what happens

Shame to hear. There should be consequences for cheating even if its only online rating.

Should at least get suspended if cheating can be easily proven. Cheating even if online is almost unforgivable.
How does one define clearly though? Obviously, if one gets 99 percent accuracy and spends 5 seconds every move then that's clear. But what about other cases? Either way, he has apparently since been reinstated and will be playing again in tournaments

Accounts closed for FPV are not reinstated unless there is a successful appeal. The site does, however, allow second chances.

I believe if we give cheating a big punishment, then people are less likely to do it. It’s like littering. What are the odds someone would catch you throwing a drink out of your car? Pretty low, but if they do, you have to pay $2,000 fine. Over a drink? No thank you. Not all cheaters can be caught, but most will be. Then they will get a big penalty and will be too scared to ever cheat again.
Easier said than done though. Online is so different from otb. This is why it's hard to ban titled players. Are they just cheating?, or are they actually that good.
