Where does it say that? It’s not true, so if it does say it, it should be corrected, so please let us know.

This isn’t true either. It’s true that they don’t rate online games that were played on chess.com, but they do rate (certain) online games that were played at worldchess.com.
Oh, and a possibility other than it mistakenly saying FIDE rates games here is a misinterpretation of something that it does say: USCF does rate games here.
USCF is a member of FIDE, but FIDE does not rate games here.
If you want to play USCF-rated (not FIDE-rated) games on chess.com, all you need to do is to play in tournaments hosted by this club.
Aaaaaaaaaaaaand there are other clubs on chess.com that have USCF-rated (not FIDE-rated) tournaments you can join, too. The one that immediately comes to mind for me is called “Waltham Chess Club - USCF Rated”.

There is a different website that allows you to earn some FIDE titles, but still you cannot actually play FIDE rated games online. I will not mention that website here, but Google can help you.
Well, that’s a matter of interpretation, I think. FIDE does rate those games, but the ratings are separate from those of the over-the-board games that FIDE also rates.
And for that matter, that distinction is also true of the USCF-rated games you can play here: The USCF rates both online games and OTB games, but those ratings are separate.

I just now noticed the FOA Rating tab on the FIDE Ratings pages. Apparently I have a FIDE online rating from many moons ago, now "frozen" or inactive. You are right, however, that you cannot change your "real" FIDE ratings online, just like you cannot change your "real" USCF ratings online.
