A king and queen will almost always win against a king and a rook. This shows one of the few ways that you can force a stalemate against the queen. Once, the queen takes the rook, there is no moves for white.
1. white cannot win 2. if the queen promotes successfully, black wins KQ>KR 3. the best result white can achieve is a draw.
if say white plays Rh7(or anything other than Rb5), black plays c1=Q and there is no way for white to win or draw(unless he has a big bluder, but that's not going to happen), So white wins.
but, after 1. Rb5 c1=Q 2. Rc5!+ Qxc5 stalemate --- the only other move black can do is move his king which loses the queen and the game.
