You opponents don't know that, they always try to attack, these attacks, maybe they're justified, maybe not (depends on opponent's luck), your job is to come-down, not look at his rating, and see if his attack is an attack, or non-sense. if it's an attack, defend. if it's non-sense... do what you see fit. but I promise you, the vast majority of players don't have this 'delicate judgement' Fischer was talking about. - they just attack every move, no matter what, so yes - king safety first, no hanging pieces / pawns, not even pieces guarding others (like a queen who needs to defend a pawn or a bishop. not for long at least), and that's it... when you do that, his 'attacks' are nothing more than his aggressive character, not his brain.
