Can't this be done without a queen sacrifice? With queen to b1 and then the other two moves white is forced to move the rook and then queen to protect a back rank check mate although unsucessfully?

Oh no I got it. You could move the white queen to f1 to prevent mate. My bad.

If Qb1 then simply white queen can come to bavk rank to protect black cannot play Rd1 to win queen because his own back rank his weak so whites Rc8 will lead to checkmate

It depends on how the  white queen moves back to protect the back rank. After moving black queen to b1, if white then moves queen to d1 or e1, black queen can capture the white queen resulting in checkmate. White queen has to move to f1 to prevent back rank mate.
