omnichess.club is a pretty good option, it’s kinda easy to use but it’s pretty limited because the pieces only can be leapers, riders and pieces with different move and capture
other pretty good option is making a variant for fairy stockfish, you can’t make independent pieces but you can make a variant with custom pieces, it doesn’t have much flexibility when it comes to pieces, but you can save your variants
the best option is using this play-test applet, but you have to know about the Xbetza Extension, and it’s really hard to save because you need to make a page on chessvariants.com, which requires HTML, but this is the best option because you can make pretty much any piece

Omnichess is a great option. There is also chess remix mobile app. If you make a variant by combining existing rules, you can do that with chess.com custom option.
By the way, if you have an interesting chess variant, I recommend posting it in chessvariant.com

The problem of chess remix is because you have to pay to make custom pieces, chessvariants.com is the best option but you need to know about betza notation, the Xbetza Extension and HTML (if you want to make a page), the best option for someone who want to make variants outside chess.com but don’t have much knowledge is omnichess.club
