She is. Her title is WFM, Women’s Fide Master. That requires a FIDE rating above 2100 and hence represents the approximate skill and performance level demonstrated by US national masters.

I think one can gain those titles by winning some FIDE junior events too.

only if there is enough other masters in the event to for it to qualify as a norm. there is no easy way to get the title.

Specific Continental or World events can give those titles regardless of the strength of opposition but such "Direct Titles" still have a minimum rating requirement (200 lower than the standard requirement but still a requirement).

In this particular case FIDE shows her to be 77 years old and direct titles for youths did not exist when she was young enough. The FIDE profile shows her over 2100 back in 2003 and she hasn't played a FIDE rated game in more than six years (currently FIDE rated 2026). WFM is a lifetime title regardless of what happens to a person's rating so you did beat a WFM from Russia currently living in the US and with an active US Chess rating 117 points above her rating floor of 1800 (thus a valid non-floored rating). Since she is still listed with Russia as her federation and she has a WFM title that would make her a useful player to invite for round robin norm events.

She played about like a 1400. I'm guessing this was bullet or blitz. She made some insane blunders and you got lucky

Blitz or Bullet seems plausible. She is keeping her OTB (in person) standard rating over 1900 USCF but may not move as quickly at the age of 77 compared to when she was younger. Based on her tournament history I would consider her challenging OTB in a longer time control.
