Given the results, probably he isn't. I wouldn't count on it, though. I think it's very difficult to make such assumptions as current form and general strength of a human is very difficult to judge. Every player has some strengths and weaknesses. Some remember well, some play great with horses, some do well in open positions, some play exceptionally with pawns. Some do endgame much better than others...
