On mobile so I can’t check the game, only the chat, but it seems like the player you are referring to is simply a troll, there is nothing official against it unless they violate chat rules, which they didn’t do. As a closing thought: the block button is always there if you need it.

yes, i think is allowed to team but without porposing teamming in the chat. You can't write "attak green" or "check red", but you can till make alliances, with not asking to other players to taem up in the chat.
